Pat Kelley for Lake County School Board District 1
Consciously making good fiscal decisions for the school district but never losing focus on its students

"As your school board member I will bring a proven track record of managing rapid community growth without burdening families with new public debt or higher taxes. Over my nearly 20 years as mayor, I successfully guided our population expansion by holding developers accountable for funding infrastructure, and I will bring that same "pay-as-you-go" fiscal discipline to our school district to protect your hard-earned tax dollars. Combined with my 35 years of corporate financial experience and nearly three decades as a classroom professor, I have the unique professional and educational background needed to optimize our budgets, support our teachers, and ensure our schools grow responsibly."
District Success - I plan to support teachers and programs by using a developer-funded fiscal model to protect the district's budget, freeing up public funds to go directly into teacher compensation and essential classroom resources. As a veteran adjunct professor, I feel teachers are the heart of the system and will advocate for giving them flexible tools, mental health support, and individualized resources needed to handle diverse learning environments. Furthermore, I champion educational choice by backing a broad range of high-quality program modalities, including traditional public schools, charter schools, private options, and homeschooling networks.
Budget - I plan to draw from a 35-year background in corporate finance and accounting, I will advocate a conservative fiscal model to protect taxpayers. My strategy will focus on driving operational efficiencies to maintain stable property taxes, preventing unnecessary tax increases, and avoiding new public debt for capital projects.
Residential Development - I plan to manage rapid student population growth by maintaining a "developer-funded infrastructure" approach and strict "pay-as-you-go" fiscal policies, mirroring the strategies I used during my nearly 20 years as mayor. Instead of raising taxes or accumulating government debt to build new facilities, I intend to advocate private developers to fund and build critical school infrastructure ahead of residential expansions, leveraging private sector efficiency to handle overcrowding without draining public funds.
My Values
Every family should have access to a safe, high-quality education system that fits their needs, whether it’s public, private, charter, or homeschooling.
Students are the future, and each one is unique. It’s up to us to recognize what every individual needs to thrive, whether that’s varied teaching methods, mental health care, nutritious meals, or other forms of support.
Teachers are the heart of the system and deserve the resources and support to thrive in every classroom.
The School Board needs to be transparent and uphold its fiduciary responsibility to taxpayers.
My journey with LCSB and District 1 thus far
My family moved to District 1 over 26 years ago with the goal of ensuring my daughter graduated from high school alongside the same children she attended with in elementary school. Along the way, I was very involved with the Athletics and SAC committees at Minneola Elementary, Gray Middle School, and South Lake High School. As an elected official, I also worked to secure property for Grassy Lake Elementary, Lake Minneola High School, and Minneola Horizon Academy. I also worked on bringing Pinecrest Lakes Academy to Minneola, along with the recent Minneola Charter enhancements.

As the city's Mayor, I led the shift from relying on reserves to building a strong financial foundation. This was achieved through careful, conservative financial choices. During my tenure, we took on no debt, kept taxes below the rollback rate, and paid cash for every acquisition.
